Nach vielen Dokumentationen fand ich heraus, dass das Problem bestand openssl version. In meinem Fall verwendete ich openssl 1.1.x. Als also httpd 2.4.23 veröffentlicht wurde, war openssl 1.1.0 noch Beta, installierte ich openssl 1.0.2j und kompilierte Apache mit :
./configure --with-apr=/usr/local/apr/bin --with-ssl=/usr/local/ssl/bin/
