Tearing is usually caused by the video card outputting to many fps. While vsync is enabled make sure the game is registering it as the proper monitor speed.

Ich habe ein 23-Zoll-NEC-IPS-Display und die NVIDIA 9800 GT-Grafikkarte. Selbst wenn ich in Flash und Games vsync aktiviere, zerreiße ich immer noch - alle paar Sekunden eine Zeile in der Mitte des Bildschirms.

You need to start testing things with replacement hardware, as using two different OS's and having the exact same result usually rules out software issues.
First, check all connections to ensure proper fit.
From there, move the monitor to a new system, try a different cable, try a different monitor with your system, etc. That should hopefully help you determine if it's the system or the monitor.
